Solstice Foothills: New Homes Planned for Goodyear’s Estrella Foothills

A 1,940-acre master-planned community with about 5,800 residences is taking shape between the Gila River and the Estrella Mountains. Here is what has been approved, what is still undecided, and how to get ready before the first homes are released.

What is Solstice Foothills?

Solstice Foothills is a master-planned community that Scottsdale-based Harvard Investments is developing in the City of Goodyear. If the name is new to you, the land is not. The property was known for about two decades as King Ranch, then went through city approvals in 2025 and early 2026 as Rio 1900. Harvard announced the Solstice Foothills name in May 2026, saying it comes from the sun’s seasonal movement and the foothill terrain of the site.

Harvard bought most of the land in 2023 for a reported $22 million and added roughly 80 acres of Arizona State Trust land at auction in February 2026, which gave it one contiguous site. The company also co-owns the neighboring Estrella community, but Solstice Foothills is planned as its own stand-alone community with its own identity.

Where is it?

The site sits in south Goodyear on the southern bank of the Gila River, in the foothills of the Sierra Estrella and next to Estrella Mountain Regional Park. City documents describe it as running from Estrella Parkway west to 187th Avenue, between the river and the northern edge of Estrella.

Estrella Parkway and Cotton Lane already reach the property, and Interstate 10 is the main route north. The future State Route 30 and its planned Loop 303 interchange would add a second freeway connection, though that highway is not built yet.

What is planned

The approved zoning organizes the land into seven character areas instead of fixed parcels: open space, civic, estate residential, village neighborhood, urban neighborhood, commercial activity center and resort. Village neighborhood is the largest. Here is what that means on the ground.

A range of homes

Up to 5,762 units under the zoning: large-lot estate homes, single-family homes on several lot sizes, and multifamily.

Gila River trail access

An uninterrupted trail along the river with public trailheads. Harvard expects this to be the first West Valley residential project to set standards for the El Rio Trail.

Walkable commercial core

A commercial activity center for retail and dining, designed so residents can reach it on foot.

Parks and open space

The plan calls for every resident to live within a five-minute walk of a park, trail or open space, with the desert landscape kept in view.

A possible resort

The zoning sets aside land for resort use. That makes a resort possible. No operator or opening date has been announced.

Water-conscious design

Harvard describes amenities built around outdoor living and water efficiency. City staff told the council the project’s water allocations meet Goodyear’s standards.

Timeline so far

2023: Harvard Investments buys the King Ranch property.

July 2025: Neighborhood meeting at Goodyear City Hall introduces the Rio 1900 rezoning.

December 2025: Planning and Zoning Commission takes up the request.

January 26, 2026: Goodyear City Council unanimously approves the rezoning and a minor general plan amendment.

February 2026: Harvard wins about 80 acres of State Trust land inside the project boundary.

May 2026: Rio 1900 is renamed Solstice Foothills.

2027: Construction scheduled to begin, according to the developer’s February 2026 statement.

Around 2030: First homes anticipated. Earlier reports said 2029, so expect this date to move.

What has not been announced

Harvard Investments is the master developer. It prepares the land and sells parcels to homebuilders. As of October 2026, none of the following is public:

  • Which homebuilders will build here
  • Home prices, floor plans or lot sizes
  • HOA dues and any community facilities district taxes
  • School sites and attendance boundaries
  • Specific amenities, such as pools or a community center

Be careful with any website that quotes a price or a move-in date for Solstice Foothills today. Those numbers do not exist yet.

How to get ready as a buyer

Bring your own agent to the first visit. Most builders only recognize a buyer’s agent who is with you, or registered, the first time you contact the sales office. The person in the model home works for the builder. The builder typically pays your agent’s fee, so representation usually costs you nothing extra.

Get on the early list. First-phase lots in large master plans tend to carry the best incentives and the best choice of homesites. Cinda tracks builder announcements for this community and will tell you when parcels sell and interest lists open.

Is Solstice Foothills the same as Rio 1900?

Yes. Rio 1900 was the working name during city approvals. Harvard Investments renamed it Solstice Foothills in May 2026. Before Rio 1900 the land was called King Ranch.

When can I buy a home in Solstice Foothills?

The developer anticipates the first homes around 2030. Platting, infrastructure and builder selection all come first, so sales are still several years away.

Who is building Solstice Foothills?

Harvard Investments is the master developer and RVi Planning + Landscape Architecture is the planner. Homebuilders have not been named.

Is Solstice Foothills part of Estrella?

No. It borders Estrella and shares an owner in Harvard Investments, but it is planned as a separate community.

How much will homes cost?

Pricing has not been released. For a sense of today’s market, the new construction homes listed in Goodyear in early October 2026 ranged from roughly $380,000 to $650,000.

Will there be a resort?

The zoning allows one. Nothing beyond that has been committed.
